Remembering Neveah Tucker

On May 2, 2022, we were shocked by the discovery of the remains of a little girl in the Rosedale area.

A year later, on May 6, 2023, Rosedale Presbyterian Church (RPC) took a step forward by hosting a heartfelt "Service to Remember Her." Michelle Miller-Guillot, one of the organizers, explained that the event aimed not only to help the community heal from this sorrowful event but also to inspire a collective awakening—a “new sense of urgency”—about the ongoing efforts required to bring justice to the case. During the service, attendees wore scarves lovingly knitted by members of Rosedale Presbyterian Church, reflecting the colours of the two blankets found wrapped around the girl’s small body: a butterfly-patterned baby blanket and a beautiful burgundy and red blanket. In an effort to honour and affirm the life and dignity of this precious child—as well as the lives of every child—a public and solemn neighbourhood service of remembrance was held at Rosedale Presbyterian Church. It was attended by residents, area clergy representatives, the investigative team of the Toronto Police Service, and the girls choir of Branksome Hall performed.

In June 2023, we learned the name of the girl was Neveah Tucker.

On May 5, 2024, RPC marked the second anniversary of Neveah’s discovery during a regular Sunday service. We paid tribute to her and continue to uphold her in our prayers. We welcomed guests and friends, especially representatives of the Homework Club ministry that we support. We are grateful for their presence with us.

On Sunday, May 6, 2025, RPC marked the third anniversary service in remembrance of Neveah Tucker. The event featured Irwin Elman, former Child & Youth Advocate of Ontario, and Jennifer Pagliaro, lead reporter at the Toronto Star, who has followed Neveah’s story from the beginning and later produced a series of articles exploring the circumstances surrounding her life and tragic death.

Following the service, this discussion continues the conversation on child welfare and the challenges faced in protecting vulnerable children. Irwin Elman shares insights from his experience working with the Children’s Aid Society, examining the complexities of decision-making in child protection systems. Jennifer Pagliaro provides context based on her investigative reporting, offering a deeper understanding of Neveah’s life, her time in foster care, and the systemic failures that contributed to her fate.

The session highlights key systemic issues, including confirmation bias in child welfare, pressures to keep families together, and the need for stronger family support structures. It also explores the voices of youth in care, who often experience isolation, instability, and a lack of agency in their futures.

As part of this discussion, speakers reflect on the significance of advocates—journalists, community members, and caregivers—in supporting vulnerable children, emphasizing the importance of acknowledgement, systemic change, and intentional community engagement.
