On a spring day in May 2022, a heartbreaking discovery in the Rosedale area shook our community to its core. The remains of a small, unidentified girl had been found, leaving us with a heavy silence and a profound sense of loss for a child we didn't yet know.

A year later, on May 6, 2023, Rosedale Presbyterian Church (RPC) gathered to remember her. The “Service to Remember Her,” organized in part by Michelle Miller-Guillot, was created as a space for both grief and reflection. It was not only an opportunity to mourn, but also a call to awareness—a reminder of the urgency of seeking justice and protecting vulnerable children.

During the service, members of the congregation wore scarves lovingly knitted by the church community. The colours echoed the two blankets that had been wrapped around the child: one with a butterfly pattern, the other in deep burgundy and red. The service brought together residents, clergy, members of the Toronto Police investigative team, and featured a performance by the Branksome Hall Girls Choir. It was a solemn gathering, rooted in a shared commitment to honour the dignity of this child and all children.

Following the service, this discussion continues the conversation on child welfare and the challenges faced in protecting vulnerable children. Irwin Elman shares insights from his experience working with the Children’s Aid Society, examining the complexities of decision-making in child protection systems. Jennifer Pagliaro provides context based on her investigative reporting, offering a deeper understanding of Neveah’s life, her time in foster care, and the systemic failures that contributed to her fate.

The session highlights key systemic issues, including confirmation bias in child welfare, pressures to keep families together, and the need for stronger family support structures. It also explores the voices of youth in care, who often experience isolation, instability, and a lack of agency in their futures.

As part of this discussion, speakers reflect on the significance of advocates—journalists, community members, and caregivers—in supporting vulnerable children, emphasizing the importance of acknowledgement, systemic change, and intentional community engagement.
